Today, November 13, 2025, we celebrate the birth of a dedicated public servant who helped shape the nation’s progress – the late Speaker Eugenio P. Perez.

As the first Pangasinense Speaker of the House of Representatives from 1946 to 1953, he also authored Republic Act No. 170 (City Charter of Dagupan), which was signed into law by former President Manuel Roxas on June 20, 1947, converting Dagupan into the city that we know today.

Every November 13 is declared a special non-working day in Pangasinan through Republic Act No. 6721 to commemorate and honor the legacy and contributions he left behind.
